Le général Cheikh Sène, Haut Commandant de la gendarmerie et directeur de la justice militaire, a démenti mercredi l’existence d’une quelconque « corruption organisée et généralisée » au sein de la gendarmerie nationale, reconnaissant tout au moins des « fautes graves dans certaines brigades ».
« Je voudrais souligner avec force que la corruption n’est ni organisée, ni généralisée au sein de la gendarmerie nationale », a-t-il déclaré, réagissant ainsi à la publication d’une note de service du général Moussa Fall, commandant de la gendarmerie territoriale.
Cette note datée du 28 novembre dernier, fait état de l’existence de trois caisses, hebdomadaire, journalière et spéciale, ouvertes sans aucun fondement légal et décelées au sein de trois brigades des légions de gendarmerie sud, centre-ouest et centre.
« C’est vrai qu’il a été décelé au sein de trois brigades de gendarmerie sur 120 que compte l’institution, des indices graves indiquant l’existence de pratiques illicites », a concédé le général Cheikh Sène s’entretenant avec des journalistes à la Foire internationale de Dakar (FIDAK).Ces actes « constituent des fautes graves, inacceptables qui seront circonstanciées et sévèrement sanctionnées », a-t-il averti.
La gendarmerie nationale, a martelé le général Sène, est « l’une des administrations publiques qui sanctionne le plus ces formes de déviance et qui les sanctionne très sévèrement ».Selon lui, le Haut Commandement « conduit régulièrement des missions d’inspection et de contrôle au niveau national pour déceler toutes ces formes de fautes graves contraires à l’éthique, qui sont de nature à ternir l’image et le renom de l’institution, pour sanctionner leurs auteurs ».
Pour prévenir de tels comportements, a-t-il expliqué, « des mesures importantes et hardies ont été prises par le commandement avec la création de pelotons de surveillance routière, qui sont mis à la disposition de l’inspecteur interne de la gendarmerie ».
Il a annoncé que des mesures avaient été prises pour « une meilleure optimisation du temps de présence de nos gendarmes sur les axes routiers et la mise en place d’un projet de dématérialisation du processus de collecte des amendes forfaitaires (…)’’.
